My research examines how law shapes health care regulation, professional licensing, medical markets, and health policy. The work spans legal scholarship, economics, and medical and health-policy research, often using empirical methods to study how legal rules affect health care delivery and outcomes.
Professional Licensing & Scope of Practice
I study how occupational licensing and scope-of-practice laws shape the health care workforce, clinical practice, access to care, and patient outcomes. This work includes research on nurse practitioners and physician assistants and examines the legal, economic, and health consequences of professional boundaries.
Organ Allocation & Transplant Policy
I study how law and policy shape organ allocation, including geographic allocation rules, access to transplantation, patient outcomes, and the legal structure of organ distribution. This work combines empirical analysis of allocation reforms with legal and policy analysis of who receives scarce organs and on what terms.
Tort Law & Medical Liability
I study medical malpractice and tort law, including apology laws, punitive damages, liability rules, medical devices, and malpractice safe harbors. This work examines how liability rules affect behavior, risk, compensation, patient safety, and health care.
Opioids, Drug Policy & Harm Reduction
I study the intersection of health care regulation, substance-use policy, and drug-related harms. This work includes research on opioid prescribing, occupational licensing, cannabis access laws, industry relationships in the opioid crisis, and fentanyl test strips.
Reproductive Health & Family Formation
I study legal and policy questions involving reproductive health and family formation, including frozen embryos, fetal-harm regulation, reproductive objectification, and medication use during pregnancy. This work spans legal scholarship and empirical health research.
Health Care Payments & Financial Accountability
I study health care payment and billing rules, industry financial relationships, and legal accountability for public spending. This work includes research on Open Payments and Medicare payment and billing policy, as well as broader False Claims Act scholarship.
